Chirp is the owner of Happy Horses, the in-game store where you can buy items to power up your horse during the races.

Chirp has long black hair, tied up in a ponytail with a large red bow. She also has huge bangs, along with long side burns that extend off of her face. She wears a light blue robe that resembles a kimono, with the bottom half of the robe having a white checkerboard pattern. The robe is tied up by a white sash, with the edges of the robe being black. Underneath this she wears white shorts, along with wearing white boots. She carries a yellow megaphone in her right hand, and mounted on her back is all of her shop supplies, with numerous carrots peeking out. A brown backpack is also seen mounted onto her back as well.
